Title: Incentives and Past Performance Evaluation for Contractor Qualified Training Program (DFARS Case 2020-D013) | |
Abstract:
DoD is issuing a proposed rule to implement section 864 of the National Defense Authorization Act for Fiscal Year 2020, which adds 10 U.S.C. 2409a, redesignated as 10 U.S.C. 4702, Incentives and consideration for qualified training programs. The rule proposes to: (1) develop workforce development investment incentives for contractor's qualified training program that develops the contractor workforce in a manner consistent with the needs of the Department of Defense; and (2) use the Contractor Performance Assessment Reporting System (CPARS) to evaluate past performance of the availability, quality, and effectiveness of their qualified training program. |
