Title: Expanding the Size of the Board of Immigration Appeals 
Abstract:

This rule amends the Executive Office for Immigration Review (EOIR) regulations relating to the organization of the Board of Immigration Appeals (BIA) by adding two additional BIA member positions, thereby expanding the BIA to 23 members.
