Title: Updates to Marine Engineering Standards | |
Abstract:
This rule will incorporate by reference (IBR) up-to-date standards, eliminate outdated or unnecessarily prescriptive regulations, and include acceptable alternative standards in 46 CFR subchapter F Marine Engineering. This rule includes updates to 67 IBRs. Due to advancements in technology, up-to-date standards are necessary to ensure that Coast Guard addresses current engineering equipment and technologies in its regulations. Additionally, subchapter F contains numerous instances where regulatory text incorporates an industry standard and includes additional requirements. Coast Guard will remove a substantial portion of that regulatory text by adopting current editions of incorporated standards. Finally, these changes will align standards already being used by industry across multiple subchapters that reference subchapter F. This rule will reduce burdens by eliminating outdated or unnecessarily prescriptive regulations. This rule is consistent with Executive Order 14058, which directs agencies to take actions that improve service delivery and customer experience by decreasing administrative burdens, enhancing transparency, and improving the efficiency and effectiveness of government. This rule is also consistent with the National Technology Transfer and Advancement Act of 1995 and OMB Circular A-119 policies directing the use of voluntary consensus industry standards in lieu of government-unique standards, where possible. |
