Abstract:
The Coast Guard removed an incorrect statement about field preemption of State or local regulations on the topic of inland navigation. The rule clarifies that conflict, not field preemption, applies in the area of inland navigation. Removing the incorrect language from the CFR confirms the ability of States to regulate inland navigation as they have historically done. |
