Title: National Primary Drinking Water Regulations: Consumer Confidence Report Rule Revisions | |
Abstract:
The America’s Water Infrastructure Act (AWIA) of 2018 was enacted on October 23, 2018. Section 2008 Improved Consumer Confidence Reports amended the Safe Drinking Water Act section 1414(c)(4) to revise requirements for Consumer Confidence Reports (CCR). The amendments to section 1414(c)(4) require EPA to: (1) Revise CCR content requirements to increase the readability, clarity, and understandability of the information presented in consumer confidence reports; increase the accuracy of information presented, and risk communication, in consumer confidence reports; identify any lead action level exceedance for which corrective action has been required; and include information on corrosion control efforts. (2) Update delivery timing and methods to require community water systems that serve 10,000 or more persons to provide reports biannually; and allow electronic delivery methods consistent with the "Safe Drinking Water Act–Consumer Confidence Report Rule Delivery Options" issued by the EPA on January 3, 2013. EPA is also incorporating a requirement for states to report comprehensive compliance monitoring data annually to the Agency. Current primary enforcement responsibilities require states to submit quarterly and annual reports that are limited to system inventory, violations, and other actions. To further reinforce consumers’ right-to-know as intended by Congress, EPA is also incorporating a requirement for states to report comprehensive compliance monitoring data annually to the Agency. While states already collect this compliance monitoring data, current EPA regulations require states to submit data to the Administrator that is limited to system inventory, violations, and other actions. |
