Title: Inventions by VA employees 
Abstract:

VA propose to amend its regulations regarding inventions by employees. In this rulemaking, we are changing the authority for making and issuing determination of rights related to inventions by VA employees from the Office of General Counsel to the Director of the VA Technology Transfer Program. This will establish a more efficient process in determining government rights to the inventions.
