Title: ●Environmental Policies and Procedures Regarding Guarantees, 7 CFR 1970 
Abstract:

Rural Development's Environmental regulations are detailed in 7 CFR 1970 and addresses when National Environmental Policy Act (NEPA) applies and what actions are exempt from NEPA review. This regulation update intends to clearly indicate that guarantees in the OneRD program are not subject to NEPA reviews. There is a significant delay in OneRD guarantees due to environmental reviews even though there are minimal federal oversight in the projects.
