Title: Environmental Analysis of Army Actions 
Abstract:

This regulatory action finalizes the Department of the Army procedures at 32 CFR 651 for implementing the National Environmental Policy Act of 1969 (NEPA) and the Council on Environmental Quality (CEQ) NEPA regulations. The revisions clarify and update the analysis and systematic examination of the environmental consequences associated with implementing proposed Army actions, public participation, and integration of environmental considerations into Army planning and decision-making.
