Title: Testing Methods for Detecting and Identifying Asbestos in Talc-Containing Cosmetic Products 
Abstract:

The proposed rule would establish and require standardized testing methods for detecting and identifying asbestos in talc-containing cosmetic products. Development of the proposed rule is informed by FDA’s prior public engagement on this topic through, for instance, a public meeting in February 2020, and public comments on a policy paper released in January 2022, by an Interagency Working Group on Asbestos in Consumer Products.

Overall Description of Deadline: Under section 3505 of the Modernization of Cosmetics Regulation Act of 2022 (MoCRA), the Secretary of Health and Human Services shall promulgate proposed regulations to establish and require standardized testing methods for detecting and identifying asbestos in talc-containing cosmetic products. The proposed rule is to issue not later than one year after MoCRA's enactment, which would be December 29, 2023.
