Title: ●Temporary Assistance for Needy Families Work Outcomes Measures (Section 610 Review) 
Abstract:

This interim final rule modifies 45 CFR Part 265 in order to implement the statutory changes enacted by section 304 of the Fiscal Responsibility Act of 2023 (FRA, Public Law 118-5) related to the reporting of work outcomes under the Temporary Assistance for Needy Families (TANF) program.  ACF is promulgating this rule as an interim final rule to ensure states and territories have sufficient time to comply with data collection for fiscal year 2025.

Overall Description of Deadline: The FRA provides: "The amendments made by this title shall take effect on October 1, 2024, except for sections 301 and 303 [changes to the work participation rate] which shall take effect on October 1, 2025." This means that states and territories must comply with the collection and reporting requirements of section 304 beginning in FY 2025. To issue regulations in advance of the first anticipated data collection in October 1, 2024, we seek to publish an Interim Final Rule.
