Abstract:
This final rule would amend the existing regulations on executive clemency regarding denial and closure of clemency requests. Under this rule, the Office of the Pardon Attorney would issue notifications of denial and close pending clemency cases when the Attorney General recommends that the President deny the clemency request and the President does not disapprove or take other action with respect to the adverse recommendation within 90 days after its submission to the President. Additionally, this rule would require the Office of the Pardon Attorney to close all clemency cases in which the Attorney General has recommended that the President deny the request for clemency that remain pending at the end of a presidential administration. |
