Title: International Traffic in Arms Regulations: USML Categories IV and XV 
Abstract:

In response to public comments submitted in response to an Advance Notice of Proposed Rulemaking, the Department of State proposes to amend the International Traffic in Arms Regulations (ITAR) with respect to controls on launch vehicles, ballistic missiles and other items in Category IV of the United States Munitions List (USML) and spacecraft and related items in Category XV of the USML, to describe more precisely the articles warranting control on the USML.
