Title: Amendments to Definitions Under the Randolph-Sheppard Vending Facility Program and Related Provisions of That Program and to the State Vocational Rehabilitation Services Program | |
Abstract:
The Randolph-Sheppard Act provides blind persons with employment and economic opportunities through the operation of vending facilities on Federal and other property, and the Vocational Rehabilitation (VR) program, authorized under the Rehabilitation Act of 1973 (Rehabilitation Act), among other things, provides funding to States to operate a Randolph-Sheppard Act Vending Facility program (RSVFP). The Department’s current RSVFP regulations define various terms concerning the requirements of the RSVFP and were last issued in 1977. The Biden-Harris Administration believes that blind vendors supported by the RSVFP should have the fullest opportunity to operate vending facilities, including vending machines, as contemplated by the Randolph-Sheppard Act. This rulemaking will update the regulatory definitions applicable to the RSVFP and other corresponding provisions to clearly reflect modern economic and technological developments and the vending opportunities and capabilities of blind vendors today. It will also amend the relevant VR program regulations to ensure consistency between the VR program and RSVFP. |
