Title: Collection of Claims Owed the United States 
Abstract:

10 CFR part 1015 defines requirements and procedures for the collection of debt from the public. In 2003, DOE updated 10 CFR part 1015 to conform DOE's regulations to the Federal Claims Collection Standards issued by the Department of the Treasury and the Department of Justice on November 22, 2000; clarify and simplify DOE's debt collection standards; and reflect changes to Federal debt collection procedures under the Debt Collection improvement Act of 1996 and the General Accounting Office Act of 1996.

10 CFR part 1015 incorporated, nearly verbatim, the government-wide Federal Claims Collection Standards codified in chapter IX of 31 CFR. DOE generally follows the Federal Claims Collection Standards, and the nearly verbatim, re-codification of those standards in 10 CFR part 1015 which is unnecessary and has caused confusion. DOE is proposing to amend 10 CFR part 1015 to eliminate duplication between DOE's debt collection regulations and the government-wide Federal Claims Collection standards.  DOE proposes for the revised 10 CFR part 1015 to retain 10 CFR part 1015.208 in order to enable DOE to continue to pursue administrative wage garnishment and any other non-duplicative content that remains useful for DOE debt collection efforts.
