Title: Protection of Stratospheric Ozone: Updates Related to the Use of Ozone-Depleting Substances as Process Agents | |
Abstract:
Under existing regulations, certain ozone-depleting substances (ODS) can be used in limited applications as process agents consistent with provisions in Clean Air Act (CAA) Title VI and the Montreal Protocol. This action intends to reconcile and clarify definitions of existing requirements and update recordkeeping and reporting requirements to improve consistency. A codified definition of "process agent” and revised definitions of "facility" and "plant” would better reflect current CAA Title VI and Montreal Protocol uses of these terms. Revised recordkeeping and reporting requirements (e.g., quantities of ODS produced for use as a process agent, used as a process agent, and emitted from process agent uses) would align with Montreal Protocol reporting. |
