Title: Ensuring Safe Accommodations for Air Travelers with Disabilities Using Wheelchairs 
Abstract:

This rulemaking would amend 14 CFR part 382 to enhance the safety of air travel for individuals with disabilities who use wheelchairs. Specifically, this rulemaking would (1) clarify that an airline's current regulatory obligation to provide assistance to individuals with disabilities, including connecting, enplaning, and deplaning assistance upon request, inherently includes the obligation that the assistance provided be "safe" and "dignified;" (2) clarify airlines' responsibility to provide prompt assistance to passengers with disabilities who request assistance in moving within the airport (transferred from RIN 2105-AE95); (3) make airline mishandling of assistive devices a per se regulatory violation subject to administrative penalties; (4) address airline processes for returning, repairing, and replacing mishandled wheelchairs and the need for loaner chair accommodations in the interim; and, (5) require airlines to provide hands-on training to their employees and contractors who physically assist passengers with mobility disabilities or handle battery-powered wheelchairs or scooters.
