Title: ●Creating User Accounts and Submitting Information Electronically Via the Aviation Complaint, Enforcement, and Reporting System 
Abstract: This rulemaking would require covered entities (U.S. and foreign air carriers and ticket agents) to use OACP's ACERS database, which was created to enable OACP to monitor complaints related to individual airlines and ticket agents and to determine the extent to which these entities comply with federal aviation civil rights and consumer protection regulations. The rule would require covered entities to create and manage their individual accounts to use ACERS, submit copies via ACERS of responses to complaints that consumers filed against that entity with the Department, respond to DOT requests for follow-up information and documents related to these complaints via ACERS, and use ACERS to file certain mandatory reports such as the annual report on disability-related complaints. The rule is necessary to streamline OACP's complaint handling/investigation process and to better ensure that covered entities are complying with DOT's aviation consumer protection and civil rights requirements.
