Title: Foreign Air Operator Certificates issued by a Regional Safety Oversight Organization
Abstract: This rulemaking will require that Air Operator Certificates (AOC) be issued by the State of the Operator. ICAO has provisions for Member States to join a Regional Safety Oversight Organization (RSOOs). RSOOs provide a uniform regulatory structure for safety oversight and provide technical assistance and the execution of safety oversight functions on behalf of Member States. One of these functions may be the issuance of AOCs on behalf of the Member State (State of the Operator). This regulation change would allow the FAA to recognize AOCs issued by the RSOO on behalf of the State of the Operator.
