Title: Categorical Exclusions and Environmental Procedure 
Abstract:

This rulemaking would propose changes to 23 CFR part 771 to ensure consistency with related regulations, including CEQ’s final rule amending the NEPA implementing regulations.  Part 771 contains the joint NEPA implementing regulations of the Federal Highway Administration, the Federal Railroad Administration, and the Federal Transit Administration.
