Title: Hazardous Materials: Enhancing Safety for High-Hazard Trains (HHTs) | |
Abstract:
The Federal hazardous materials transportation law authorizes the Secretary of Transportation to prescribe regulations for the safe transportation, including security, of hazardous materials in intrastate, interstate, and foreign commerce (49 U.S.C. 5103(b)). In this rulemaking, PHMSA will consider whether regulatory requirements and operational controls that currently apply to "High-Hazard Flammable Trains" should be applied to a larger set of newly-designated "High-Hazard Trains," which would result in more stringent requirements for certain trains carrying hazardous materials other than flammable liquids. |
