Title: Federal Employee Health Benefits Program: Modification of Effective Date of Coverage for Employees with an Initial Opportunity to Enroll | |
Abstract:
The Office of Personnel Management (OPM) plans to finalize its Federal Employee Health Benefits (FEHB) enrollment regulations regarding the effective date of coverage. This rule is also applicable to the Postal Service Health Benefits (PSHB) Program within the FEHB Program. The amendments will allow FEHB and PSHB coverage to become effective at the beginning of the pay period that the employee in pay status has an initial opportunity to enroll, provided an appropriate request is submitted within the pay period that the employee becomes eligible. The regulatory changes would promote the Federal government as a model employer. OPM held stakeholder meetings with agencies and non-governmental entities including Tribal Benefits Officers and FEHB Carriers to solicit feedback on the implications and operational aspects of the changes in the rule. |
