The Rural Housing Service (RHS or the Agency), Housing Preservation Grants (HPG) program, authorized under section 533 of the Housing Act of 1949 (42 U.S.C. 1490m) and implemented under 7 CFR part 1944, subpart N, provides qualified public agencies, private non-profit organizations including, but not limited to, Faith-Based and neighborhood partnerships, and other eligible entities; grant funds to assist low- and very low-income homeowners in repairing and rehabilitating their homes in rural areas.  In addition, the HPG program assists cooperative housing complexes and rental property owners in rural areas in repairing and rehabilitating their units if they agree to make such units available to very low- and low-income persons.  The Agency plans to make general revisions to streamline and update the regulation.  The Agency anticipates the intended changes will provide a better customer experience because references will be current and useful as opposed to obsolete and not helpful to an applicant.  Updates to the regulation could also potentially reduce the amount of time an applicant would need to prepare an application, which in turn reduces their burden in time and potential costs during the application process.
