This action implements national guidelines for safely deterring marine mammals under NOAA's jurisdiction (e.g., whales, dolphins, seals, and sea lions) and specific measures for marine mammals listed under the Endangered Species Act. It also finalizes prohibitions on deterrents that would have a significant adverse effect on marine mammals.
