Title: Greater Atlantic Individual Fishing Quota Cost Recovery Program Updates | |
Abstract:
This action would make several updates to the Cost Recovery requirements for the Atlantic Sea Scallop, Surfclam and Ocean Quahog, and Tilefish Individual Fishing Quota (IFQ) programs under the Secretary’s authority to promulgate regulations to carry out any fishery management plan at section 305(d) of the Magnuson-Stevens Fishery Conservation and Management Act. Permit holders are charged an annual fee for the administration of the IFQ programs based on their percentage of overall landings of the fishery. There are often small bills that, if sent to collections, result in administrative costs for subsequent years that are higher than the bills themselves. For all three cost recovery programs, bills under 25 dollars will be forgiven going forward to reduce unnecessary costs to the industry. Additionally, all three cost recovery programs have different requirements for billing dates from the agency and payments dates from permit holders. This action would align billing dates and payment due dates across the three programs. |
