Title: Framework Adjustment 1 to the Atlantic Salmon Fishery Management Plan 
Abstract:

NMFS proposes regulations to implement Framework Adjustment 1 to the Atlantic Salmon Fishery Management Plan (FMP). Specifically, this proposed rule would authorize conservation and management measures that facilitate legal possession of aquaculture-raised Atlantic salmon under conditions that are consistent with the FMP’s goals and objectives (i.e., to facilitate the legal possession of farmed Atlantic salmon in a manner than promotes efficient operations and supports continued enforcement of the prohibition against possessing wild Atlantic salmon). The purposes of the associated Letter of Authorization (LOA) are to identify participants in aquaculture operations in the exclusive economic zone (EEZ) and specify conditions for aquaculture operations that are consistent with the Atlantic salmon FMP and rebut the presumption that any Atlantic salmon in an aquaculture operator’s possession in the EEZ is wild Atlantic salmon possessed in violation of the FMP’s prohibition on the possession of wild Atlantic salmon in the EEZ  (e.g., provide evidence that Atlantic salmon in their possession is farmed). Compliance with this program facilitates the legal possession of farmed Atlantic salmon in a manner that promotes efficient operations and supports continued enforcement of the prohibition against possessing wild Atlantic salmon.
