Abstract:
The proposed rule would update management reference points for the Triggerfish stock complex under the Puerto Rico Fishery Management Plan (FMP) to account for the SEDAR 80 Puerto Rico Queen Triggerfish Stock Assessment, completed in 2022, and application of the Caribbean Fishery Management Council’s Acceptable Biological Catch (ABC) Control Rule. In the Puerto Rico FMP, queen triggerfish is managed under the Triggerfish stock complex with ocean and gray triggerfish and is the indicator stock (i.e., management measures, status determination criteria, and management reference points are based on landings of queen triggerfish only, but apply to the entire complex). The need for the rule is to update management reference points for the Triggerfish stock complex under the Puerto Rico FMP based on the best scientific information available to prevent overfishing and achieve optimum yield, consistent with the requirements of the Magnuson-Stevens Fishery Conservation and Management Act. |
