Title: Possession of Migratory Bird Feathers 
Abstract:

The proposed rule would codify existing policy concerning the following topics, with minor clarifications and changes: (1) Authorized possession of naturally molted migratory bird feathers, including those from bald eagles and golden eagles; and (2) collection, possession, and use of migratory birds by enrolled members of federally recognized Tribes. The proposed rule would also make administrative changes to the current 50 CFR 22.60, Eagle Indian Religious Permits.
