Title: Migratory Bird Permits; Exhibition of Migratory Birds 
Abstract:

FWS proposes to revise regulations for the exhibition of migratory birds and bald and golden eagles. The regulations will authorize possession of live, non-releasable or captive-bred migratory birds and eagles for use in educational programs and exhibits. The revised regulations will balance the roles of the USDA's Animal Care Program and FWS. The humane care of exhibition birds would be regulated under USDA’s 2023 regulations at 9 CFR, part 3, subpart G, under the Animal Welfare Act (7 U.S.C. 2131 et seq.), while FWS would continue to authorize possession of migratory birds and eagles for education and exhibition use.
