Title: ●Proposed Revisions to the U.S. National Contact Point's Rules of Procedure  
Abstract:


The U.S. National Contact Point (NCP) for the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct is a function within the State Department’s Bureau of Economic and Business Affairs. Based on international obligations and commitments that the United States has undertaken through the Organization for Economic Cooperation and Development (OECD), the U.S. NCP manages a process, known as the Specific Instance process, to contribute to the resolution of issues concerning conduct of enterprises operating in or from the United States. In doing so, the U.S. NCP aims to facilitate dialogue between parties and support them in seeking mutually agreeable solutions. The State Department proposes to update the rules of procedure for the Specific Instance process. The proposed changes will serve a number of purposes, including to: consolidate five different documents containing rules into one for better usability, eliminate outdated provisions, make changes required by the June 2023 update of the OECD Guidelines, and implement commitments in the second U.S. National Action Plan on Responsible Business Conduct, released in March 2024.
