Title: ●Sexual Assault and Sexual Harassment Prevention and Response in the U.S. Maritime Workforce 
Abstract:

The Coast Guard proposes to amend 33 CFR part 20, and 46 CFR parts 5, 10 and 12 to implement the statutory requirements of sections 11602 and 11603 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 and recent amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers Code. The proposed regulations would prohibit issuance of a merchant mariner credential (MMC) to applicants who have been convicted of certain sexual offenses and establish sexual assault and sexual harassment (SASH) as grounds for suspension or revocation action against the MMC. Further, the proposed regulations would require mariner training on SASH prevention and response.
