Title: Revise/Update the Standards of Performance and Emission Guidelines for Municipal Solid Waste Landfills | |
Abstract:
The Agency is in the process of collecting information about new technologies and approaches that could be implemented in the upcoming revision and update to the Standards of Performance for Municipal Solid Waste Landfills (NSPS) and its companion rule, Emission Guidelines and Compliance Times for Municipal Solid Waste Landfills (EG) that were finalized on August 29, 2016 (81 FR 59332 and 81 FR 59276). The Agency aims to understand how these new technologies and approaches could be incorporated into updated NSPS/EG rules in an innovative and thoughtful manner to reduce emissions from municipal solid waste landfills and to protect the environment and the health of people that live nearby. |

Statement of Need: Municipal solid waste landfills are significant sources of methane emissions and are the third largest source of methane emissions in the United States behind enteric fermentation and oil and natural gas production. This action will evaluate options to reduce landfill gas emissions from landfills. |

Summary of the Legal Basis: Clean Air Act section 111 provides the legal framework for establishing emission standards for municipal solid waste landfills. |

Alternatives: EPA is evaluating different approaches to regulating municipal solid waste landfills including the use of new and emerging emissions monitoring technology, the implementation of different regulatory options including alternative size and emissions triggers that require the installation of landfill gas collection and control systems, and the potential for landfill operational work practices as a way to reduce emissions. |
