Title: Phasedown of Hydrofluorocarbons: Management of Certain Hydrofluorocarbons and Substitutes Under the American Innovation and Manufacturing Act of 2020 
Abstract:

On October 19, 2023, the EPA published a proposed rule related to the management of certain HFCs and their substitutes under subsection (h) of the AIM Act. In its proposal, the agency considered provisions to control, where appropriate, practices, processes, or activities regarding the servicing, repair, disposal, or installation of equipment, for the purposes of maximizing the reclamation and minimizing the release of certain HFCs from equipment and ensuring the safety of technicians and consumers. Among other provisions, the EPA proposed emissions reduction requirements for certain equipment containing HFCs and their substitutes as well as requirements to increase opportunities for the reclaiming of HFCs. The EPA considered comments received during the public comment period in development of the final action.
