Title: Update to the Federal Railroad Administration's Accident/Incident Reporting Requirements 
Abstract:

This rulemaking will amend FRA's Accident/Incident Regulations covering reporting, classification, and investigations- Title 49 Code of Federal Regulations (CFR) part 225 (part 225)- and the accompanying FRA Guide for Preparing Accident/Incident Reports (Guide) to accomplish four essential objectives: (1) update part 225 and the accompanying Guide, last updated in 2011, to reflect FRA's movement from submission of paper forms to electronic submissions; (2) update FRA's data collection regulations to enhance FRA's ability to more accurately predict and target non-compliant behaviors resulting in fewer incidents, accidents, and fatalities, and to understand why trespassing events occur and be better informed about how to address this issue going forward; (3) update FRA's reporting forms to collect information required by the Bipartisan Infrastructure Law and ease the burden on reporting railroads; and (4) enhance FRA's regulations to assist FRA Inspectors to more effectively and efficiently investigate rail accidents and incidents.
