Title: Homeless Emergency Assistance and Rapid Transition to Housing: Emergency Solutions Grants Program and Consolidated Plan Conforming Amendments (FR-6357) | |
Abstract:
In response to Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009, HUD issued an interim final rule on January 5, 2011 implementing the Emergency Solutions Grants Program and Consolidated Plan Conforming amendments. The HEARTH Act consolidates three existing homeless assistance programs administered by HUD under the McKinney-Vento Act into the Continuum of Care program and created the new Emergency Solutions Grant Program and the Rural Housing Stability Program. Given the length of time and experience both HUD and recipients have had with these interim regulations, HUD is proposing changes to its current Emergency Solution Grants Program regulations. HUD considered all of the prior comments it received in proposing this rule. |
