Title: Removal of Obsolete Regulations for the Shelter Plus Care Program and the Supportive Housing Program (FR-6440) 
Abstract:

This rule will remove regulations governing the Shelter Plus Care (S+C) Program and the Supportive Housing Program. HUD has determined that the provisions regulating the S+C Program are obsolete and unnecessary because the program has not provided funds for tenant-based rental assistance, project-based rental assistance, sponsor-based rental assistance, or rehabilitation of single room occupancy dwellings (SRO). In addition, HUD does not anticipate that any funding will be provided to qualifying projects under Section 582 and 583 in the future because the S+C Program and the Supportive Housing Program were combined into the Continuum of Care (CoC) Program after the enactment of the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act).
