Title: Housing Opportunity Through Modernization Act of 2016 – Capital Fund Replacement Reserve Funds (FR-6093) | |
Abstract:
The Housing Opportunity Through Modernization Act of 2016 (HOTMA) changed the U.S. Housing Act of 1937 to allow Public Housing Agencies (PHAs) to establish replacement reserves to be used for Capital Fund-eligible purposes. This rule proposes to implement that provision, in addition to permitting small PHAs to accumulate capital funds under the statutory provision that allows for starting the 24-month time limit for obligation of funds on the date on which the PHA accumulates adequate funds to undertake capital activities. |
