Title: Improvements to the Indian Community Development Block Grant Program (ICDBG) (FR-6390) | |
Abstract:
The Office of Native American Programs (ONAP) proposes to revise and improve the ICDBG program regulations located in 24 CFR 1003. These program regulations have not undergone a substantial revision in almost two decades despite increases in appropriation funding and the implementation of statutory amendments throughout this period of time. In preparation for revising the regulations, ONAP elicited tribal feedback in 2023 and 2024 on their desired changes to the ICDBG regulations. As a result, ONAP received eight (8) written responses and conducted ten (10) consultation sessions with tribal members, advocates, consultants, attorneys, grant writers, and others in which verbal feedback was documented in St. Paul, MN (11/01/2023), New Orleans, LA (11/12/2023), a National Virtual Tribal Consultation (12/12/2023), Ysleta Del Sur, TX (01/24/2024), Portland, OR (01/30/2024), Washington DC (03/05/2024), Wheatland, CA (03/20/2024), Lakewood, CO (03/25/2024), Catoosa, OK (04/17/2024), and Anchorage, AK (04/24/2024). In all, there were approximately 328 attendees, and more than three hundred and eighty (380) suggestions for improvement were received, including those with respect to the allocation formula used to compete ICDBG funding in each ONAP region, issues related to eligible activities, requirements governing ICDBG Imminent Threat grants to implement recent U.S. Government Accountability Office recommendations, and grant reporting requirements, among others. |
