Title: Promoting Success in the Housing Choice Voucher Program (FR-6470) 
Abstract:

This rule would revise 24 CFR 982 to promote success among program applicants and participants seeking housing. First, the rule would change the required initial voucher term from 60 days to 120 days (982.303(a)). While PHAs are currently able to do this voluntarily, there is concern that many PHAs are not providing enough time and that 120 days should be the minimum to give families the best shot at finding a unit that works for them. Second, the rule would extend the term limit on HCV Homeownership assistance from 15 years to 30 years to align with the length of mortgages. The potential for a financial cliff after 15 years deters some families from participating in the program. The rule would also expand options for determining rent reasonableness and the payment standard for shared housing to make this special housing type a more viable option.
