Title: Federal Home Loan Bank Core Mission Activities 
Abstract:

FHFA’s regulation on Federal Home Loan Bank Core Mission Activities describes the public policy mission of the FHLBanks and lists the FHLBank activities that qualify as "core mission activities” consistent with that mission. The regulation does not itself establish any minimum measures or thresholds for mission activities or achievement, although FHFA has provided the FHLBanks with minimum targets through guidance. The proposed rule would amend the regulation to update the description of the FHLBanks’ mission, update the expectations for demonstrating mission achievement and the list of activities that constitute mission activities, and require each FHLBank to develop policies under which it would provide added benefits to members with a strong and demonstrable connection to the FHLBanks’ mission. The proposed rule may also make conforming amendments to related FHFA regulations such as the regulation on Responsibilities of Boards of Directors, Corporate Practices, and Corporate Governance.

Aspects of the proposed rule will incorporate appropriate stakeholder input received as part of FHFA’s Federal Home Loan Bank System at 100 initiative.
