Abstract:
The Ocean Shipping Reform Act of 2022 (OSRA 2022) requires the Federal Maritime Commission to identify and report to Congress "any otherwise concerning practices," both of controlled carriers and ocean common carriers. The Commission is proposing to issue regulations to establish: (1) the procedures by which the Commission will determine whether an ocean common carrier meets the conditions of 46 U.S.C. 46106(b)(7)(B)(i)-(iii), and (2) the process for exceptions. |
