Abstract:
The General Services Administration (GSA) is issuing a proposed rule that amends Federal Management Regulation (FMR) parts 102-36, 102-37, 102-39, 102-40, and 102-41. These amendments encompass the dissolution of GSA’s Federal Surplus Firearms Donation Program to State and local Law Enforcement Agencies (LEAs) via their respective State Agency for Surplus Property (SASP). GSA is ceasing the program, in part as participation has declined significantly. This proposed rule also amends the FMR to allow Federal agencies to exchange firearms with Original Equipment Manufacturers (OEM) and/or comparable manufacturers. |
