Abstract:
In our proposed regulatory changes (1225.10), we propose mandatory procedures for scheduling Federal records, emphasizing the need for NARA-approved disposition authorities. New Federal agencies are required to schedule records within two years, while reorganizing agencies must submit a new schedule within one year. The proposed changes (1225.22) outline situations requiring a new records schedule, including deviations from the GRS, legal and technological changes, and significant content changes. Digital records previously scheduled as analog require a new schedule under specific circumstances. Our proposal in 1225.24 establishes conditions for applying analog records schedules to digital records, aiming for a streamlined transition. The proposed procedural steps in 1225.26 prioritize transparency in the rescheduling process. In 1225.28, we propose requirements for managing deviations from the GRS, emphasizing the importance of NARA approval. Our proposed framework provides a clear approach for agencies to navigate GRS deviations, ensuring compliance and effective records management. |
