Title: Risk-Informed, Technology Inclusive Regulatory Framework for Advanced Reactors [NRC-2019-0062] 
Abstract:

This rulemaking would establish an optional technology-inclusive regulatory framework for use by applicants for new commercial advanced nuclear reactors. The regulatory requirements developed in this rulemaking would use methods of evaluation, including risk-informed and performance-based methods, that are flexible and practicable for application to a variety of advanced reactor technologies.

Additional Information: On December 10, 2021, NRC published a notice extending the public comment period for the preliminary proposed rule language to August 31, 2022 (86 FR 70423). In SRM-SECY-18-0026, dated July 14, 2022 (ML22195A097), the Commission disapproved the draft proposed rule, Financial Qualifications Requirements for Reactor Licensing [NRC-2014-0161; RIN 3150-AJ43] and directed the staff to address financial qualifications during the development of this proposed rule, and to solicit stakeholder feedback on financial qualifications. In SRM-23-0021, dated March 4, 2024 (ML24064A047), the Commission approved, in part, the NRC staff's draft proposed rule to establish a voluntary risk-informed, performance-based, and technology-inclusive regulatory framework for commercial nuclear plants.
