Title: Generic Environmental Impact Statement for Licensing of New Nuclear Reactors [NRC-2020-0101]
Abstract:

This rulemaking would amend the NRC’s regulations that govern the agency's National Environmental Policy Act (NEPA) reviews. The rulemaking would codify the findings of the Generic Environmental Impact Statement for Licensing of New Nuclear Reactors (NR GEIS). The NR GEIS would use a technology-neutral regulatory framework and performance-based assumptions to determine generic environmental impacts for new nuclear reactors. The NR GEIS would streamline the NEPA reviews for new reactor applicants.

Additional Information: On April 17, 2024, the Commission issued SRM-SECY-21-0098 approving to staff's proposal to codify the findings of the draft Advanced Nuclear Reactor Generic Environmental Impact Statement (ANR GEIS) contingent upon inclusion of a provision in the proposed rule requiring a review of the ANR GEIS every ten years (ADAMS Accession No. ML24108A199). As of May 8, 2024, the NRC retitled this rulemaking from "Advanced Nuclear Reactor Generic Environmental Impact Statement" (ANR GEIS) to "Generic Environmental Impact Statement for Licensing of New Nuclear Reactors," (NR GEIS), to reflect the change in the applicability of the GEIS and rule. On October 18, 2024, the OFR published a document to correct the reference to the "Final supplemental environmental impact statement relying on a generic environmental impact statement for licensing new nuclear reactors" (89 FR 83632).
