Title: Regulatory Framework for Fusion Machines [NRC-2023-0071] 
Abstract:

This limited-scope rulemaking would amend the NRC’s byproduct material regulations to establish a regulatory
framework for fusion machines by 2027, a deadline required by statute. This rulemaking is technology inclusive, supportive of a performance-based approach to regulation, and will accommodate near-term fusion machine applications. The NRC engaged the public during the pre-rulemaking rule stage through meetings with stakeholders, the publication of preliminary proposed rule language, and public meetings.

Additional Information: On October 4, 2023, the NRC noticed the availability of preliminary proposed rule language and a series of public meetings in October and November 2023, to promote understanding of the preliminary proposed rule language and guidance and to facilitate transparency in its public rulemaking process (88 FR 68506). As of July 18, 2024, the rule was retitled from "Regulatory Framework for Fusion Systems" to "Regulatory Framework for Fusion Machines."
