Abstract:
The Office of Personnel Management (OPM) plans to issue a supplemental notice of proposed rulemaking in response to public comments on the February 2024 NPRM. This proposal will address challenges and issues raised by commenters. OPM seeks additional information including allowing agencies the flexibility to implement the changes to the FEHB effective date or not and how to account employees whose pay schedule is other than bi-weekly. Additionally, OPM is seeking a deeper understanding on the impact to agencies to implement the rule in terms of costs, timelines, business processes, and other operational matters as well as employee recruitment. |
