Title: ●Personnel Management in Agencies: Strategic Human Capital Management 
Abstract:

The Office of Personnel Management (OPM) is proposing to redefine, clarify, and update agency reporting requirements in Subpart B of 5 CFR part 250. This rulemaking will amend the schedules for the Federal Workforce Priorities Report, the Human Capital Operating Plan, and the Human Capital Reviews based on a two-year cycle. It will also clarify intent and update requirements for the HRStat Data-driven Reviews and the Human Capital Reviews. These amendments will better align human capital management practices to broader agency strategic human capital planning.
