Title: Rate Incentives for Market Dominant Postal Products 
Abstract:

The Commission is proposing revisions to its rules concerning rate incentives for Market Dominant products.  The proposed amendments would: (1) revise the regulation defining "rate of general applicability” for purposes of Market Dominant rate adjustment proceedings, (2) include an additional criterion for a rate incentive to be eligible for inclusion in a percentage change in rates calculation, and (3) require that notices of rate adjustment include certain information concerning Market Dominant rate incentives.
