Title: SBIR/STTR Policy Directive Updates Based on NDAA 2020 Changes and Other Miscellaneous Clarifications | |
Abstract:
SBA proposes to incorporate changes to the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Policy Directive to reflect changes made through legislation, including the SBIR and STTR Extension Act of 2022, and the National Defense Authorization Act (NDAA) of 2020 to section 9 of the Small Business Act, 15 U.S.C. section 638, which governs the SBA’s SBIR/STTR programs. These statutes have modified aspects of the program’s application and certification processes and included changes and modifications to enhance commercialization of research developed under the programs. SBA also proposes miscellaneous changes to address administration priorities and frequent questions or concerns expressed by small businesses and participating agencies regarding clarity on policy interpretation. |
