Title: ●Elimination of Training of Foreign Participants in Census Procedures and General Statistics Regulation 
Abstract:

The Census Bureau is eliminating the regulation found at 15 CFR Part 40, Training of Foreign Participants in Census Procedures and General Statistics, which formalizes certain aspects of the Memorandum of Agreement between the Census Bureau and the United States Agency for International Development (USAID) for the provisioning of statistical training as part of bilateral technical assistance programs supported by USAID grants.  These provisions are currently defunct and unlikely to be applicable in the near future. Additionally, any requirements of bilateral technical assistance programs that the Census Bureau may perform for other federal entities will be detailed in an applicable Memorandum of Agreement between the parties and is governed by existing statute, including 22 U.S.C. 1456.  Therefore, a regulation is not required for managing this type of technical assistance.
